The down arrow button is the "Show Last Child" button.  If there is one or more Child Cards attached to the current card, then you will go to the last Child Card that was created for this Parent Card.

If there is no Child Card for the current card, then nothing happens.

If you hold down the Command key while clicking on the down arrow, then you can force down into the child-level stack even if there is no Child Card for the current card.
